The Office of the United States Trade Representative (USTR) recently announced the initiation of a Section 301 investigation into China’s implementation of the Economic and Trade Agreement Between the Government of the United States of America and the Government of the People’s Republic of China—commonly known as the Phase One Agreement.
The investigation will examine whether China has fully implemented its commitments under the agreement and determine what actions, if any, are appropriate.
Signed in January of 2020 with great support from both President Trump and President Xi, the Phase One Agreement sought to address longstanding trade imbalances and structural barriers and included Chinese purchase commitments.
The U.S. Soybean Export Council acknowledges that full implementation of the Phase One Agreement has not been realized but supports continued negotiations to achieve an outcome that benefits both Chinese consumers and end-users as well as the U.S. soy industry.
